Legal Question in Family Law in

I went to file a case at CAW in Delhi but they said I can't file the case in Delhi. The situation is that I belong to Delhi. My marriage took place in Mumbai and My husband and his family is also in delhi. But they demanded dowry etc. So I'm back in Delhi and now want to file a case in Women Cell in delhi but they say I will have to file only in Mumbai because crime and marriage both took place in Mumbai.

Is there anyway I can file case in Delhi so that i dont have to go to Mumbai for counselling.
