Can a husband blackmail his wife to stay with his parents, who tortures her now and then, otherwise he will give divorce to her?

Is it mandatory for a daughter-in-law, legally, to stay with husband's parents after marriage?

No, he can't do so. It amounts to cruelty against you and you can move a complaint under Domestic violence Act. Keep recording his threat.
