Can a husband divorce his wife if they are separated for more than 3 years living in different countries

yes, he can file the petition for divorce on the grounds of desertion.

But in desertion you have to prove that she left the matrimonial home without any rhyme or reason. Secondly that you made sincere efforts to bring her back and inspite of that she has not joined you.
