Legal Question in Family Law in India

Hi , I am from India . My Husband is an Indian national who is now an USA citizen . He has left me back in India and deserted me . Though I have filed case in India but he is not responding to summons as he thinks being a US citizen if he does not come to India no body can do anything .

Can I file a case against him in USA ? I am not from well to do family ...Can I get a free legal advice and service or a service for nominal fees
