Legal Question in Family Law in India

I'm an Indian citizen and Muslim by religion. My husband works in Riyadh and I'm in Mumbai since last three months. He is abusive and cruel to me. He told me to keep the divorce papers ready. Now I have made the divorce papers and signed it and gave it to his sister to get it signed by him but now they are avoiding me and he's not ready to sign. Like this he's wasting my time and has kept me trapped. What should I do now please give me some legal advice
