can a lawyer hold a persons paper work in a divorce case if this person has not finished paying the bill

A lawyer is not obligated to pefom any more work if he is not paid; if the work is all done, and the client wants the file, but has not paid all of the bill, the lawyer has a lien on the file and does not have to turn it over until the bill is paid. If you disagree with the amount of the bill, you can obtain an appointment from a Supreme Court of BC registry to have a registar assess the bill. The registrar will hear evidence and decide if the bill is fair as presented, or should be decreased or increased. If the same or if increased, the registrar will normally order you to pay the lawyer's costs and if the bill is deceased by 1/6 or more, will order the lawyer to pay costs to you.
