Legal Question in Family Law in India

Whether a major Indian National who is Hindu by religion can marry a major Hindu Foreign National(USA) who is a person of Indian origin under Hindu marriage Act of India? If yes, then whether the same is applicable to a state Government servant where there is prohibition only on bigamy ?

There is no bar for such a marriage.
