Legal Question in Family Law in India

I am married to a NRI and other than Hindu ceremonial wedding pictures and videos i have no other proofs and the marriage was not registered. He has deserted me and now for taking legal action i have been asked to provide marriage certificate.

He gave up his Indian citizenship and he is now a foreign national and living with a unmarried status there.I wanted to file a case against him but i have been told by NCW lawyers that without a valid marriage certificate i cannot file any case and if i file any case i can do no harm to him.

Please let me know what can i do ? is it any way possible for me to bring him back to India and punish him ? If yes then what should i do
