Legal Question in Family Law in India

We are married 38 years back.we have submitted forms to sub registrar at that time. But marriage certificate is not taken.Now we need our marriage certificate. The concerned office has no record of our marriage registration.We also have no proof about submission of forms to the registrar.

In this case how can we get marriage certificate now?
