mayroon po ba ibang option kung hindi mlocate ng father ang mga legitimate children niya abroad para hingan niya ng consent dahil iaadopt niya un mga anak ng second wife niya? matagal na silang walang communication dahil estranged sila sa isat-isa.

There is no exception under the law nor in jurisprudence. Perhaps, his lawyer can try arguing that its improbable to secure the consent due to the alleged surrounding circumstance of the relationship with the children.
