Can mutual divorce petition be filed in India based on power of attorney document which isn't attested by Indian consulate?

Husband lives in the US and wife lives in India; marriage was performed in India as per Hindu rituals. Husband isn't ready to get the power of attorney document attested from Indian consulate in the USA.

it can be filed on the basis of POA duly attested by notary public as well.
