Normally, the period of execution is 12 years from the date of the order. You were under obligation to file the execution at his last known address. That would have saved you from the limitation attack by your father. Be as that it may, the best bet would be to file a criminal complaint that your father avoided the compliance of court orders by going underground and his addresses were not available to the mother. He has committed contempt of the court and should be punished for it by grant of compensation to you as your mother had to under go mental harrasment, and agony. By the way in which state of USA is your father at present. That would be important to check the local laws of USA also viz a viz the law of state which passed the order
you may file the execution of the decree obtained by your mother and in execution thereof, serve the summons on your father for arrears of maintenance and in case your father avoids the service, the summons may be served through the MEA or Indian Embassy there. it is advisable to contact the lawyer for support.
