Legal Question in Family Law in India

Sir, I have kept dvc on 5 of my in laws in 2013 .where respondent 4 is sister of my husband & respondent 5 is her husband .who also harassed me a lot. they went to high court with false allegations & got stay order from high court that respondent 4& 5 no need of appearing to the court until further orders .recently I launched 498 a on them .they were telling that they went to abroad they won�t appear. they got stay order not to appear until further orders

1.what is meaning of stay order no need appearing at all? how to proceed in this

2.what will happen in 498a how we should send summons & make them to come?

you have to contest case of high court where they got stay else their names will be removed from fir.
