Being a woman, your sister is entitled to free legal aid. Contact the office of State Legal Services Authority. She may have to file a complaint under Protection of women from Domestic Violence Act and/or complaint under Indian Penal Code.

Dear client yr sister can file case of domestic violence for mental harassment. She can also file police complaint under sec 498 a for dowry harassment against husband and in laws. She can ask maintenance for her by filling case under sec 125. For any legal help call me on 9422611385
