Legal Question in Family Law in India

My Sister, living in Hyderabad- India, has been facing bad treatment from her husband since 2 years. He has an extra marital affair with a girl in his office and we took it to the local police station and he has been warned by a police. He resumed his affair after a month and started to harass her more than before along with his parents. He intentions have been very clear and he wants my sister to ask for a divorce. My sister feels very much cheated with everything he has done to her. He took few lakh rs of dowry during marriage, he took her salary for few years and used it to clear his own debts before marriage..without any savings. ,he took some extra loans on my sisters name. My family members/elders could not solve this problem and we don't have much support too. It has been very difficult to restrict her husband with the affair because of the support from his parents. They almost approve their sons affair from their end.

My sister has 2 small kids. She has been used up financially for few years of married life and now he wants to throw her away with divorce. My sister could not stay with his family with the affair and harassment and came back to live with my parents.

Her only choice to keep up the marriage is to tolerate his affair and take the harassment for live and risk her financial status.(husband spends all the money with zero savings).

We contacted a local lawyer about teaching him a lesson and he does not sound positive of anything. He says we cant even put him in jail without a proper evidence.

Her husband agreed about the affair in the police station earlier but the SI who dealt with him has been transferred. So there are no proofs of his affair unless some one follows him for a week with a camera in their hands.

Please suggest me something to deal with him. We are not really thinking about the money he robbed from her in the name of a marriage but we care for her feelings and her future.
