Legal Question in Family Law in Pakistan

my wife got granted khula suit in 2015 ex partee. but i didnt recvd any notice from union council . not any certificate from union council my question is that. she must have not presented decree to chairmen. i came to know she is going to be married soon with someone else? in that case her 2nd nikkah is legal and if not what action i take against her if she has done nikkah already

Basically certificate from union council is necessary. You can challenge her khula on ex-parte base and cancel the khula decree.
