Legal Question in Family Law in Pakistan

my wife took khula one year back and concerned union council is not issuing the divorce certificate to me despite i have submitted my statement for getting divorce certificate. UC says that untill girl will not submit her statement, they will not issue divorce certificate to me also. so the girl is in chill and she is saying that she will not apply and submit her statement in UC and in result i will also not get certificate. its been 10 months and I want to ask that is it legal. atleast i have submitted my statement so uc should issue me the certificate. how can uc bound me on behalf of my ex wife? i heard that uc is legally bound to issue divorce certificate after 90 days of getting statement. where can i complain for this?
