In your case, the boy is a "child" under law but the girl is not a "child". Therefore, the boy is guilty of violating the law. Whereas the marriage may not be illegal, the boy can be prosecuted and may get two years jail term and/or fine.

The girl may also apply for annulment of marriage.

marriage is not illegal not void only voidable, if one of the spouse break the ties of the said marriage then the said marriage become voidable meanwhile marriage is not illegal or void.
