Legal Question in Civil Litigation in Pakistan

Jam the lawful owner of 2kanal and 18 Marias. A person owned property on West and North adjacent to my property. He illegally stated construction in my property on the west side. I asked him with the help of the respectable of the locality not interfere in my property. He satisfied the respectable and promised that he will exchange equal area from north side of my property. On his permission l installed a gate on the north side. Then he also started construction in front of the gate. What should l do.
