Dear Sir / Madam,
YES, The offences under Section 354 and Sub-Sections A, B and C is cognizable, bailable, compoundable with permission of the Court, to be tried by any Magistrate.
Several State Governments have asked their Judiciary department to prepare the proposal for making necessary amendments in the law to make offences under Section 354 and its Sub Sections non-bailable, and put it before their State cabinets for their consent and approval, thereafter which the draft was to be forwarded to the Centre for its nod. The latest status from the Centre thereon is still eagerly awaited.
Regards,
