You file a Petition before the high court of your state, assailing the order of District Court. Normally high court in case of education, would not refuse to grant permission, however, the same shall be subject to strict terms and conditions and payment and deposit of appropriate security. Only thing is have to satsify court about genuniness of the permission. In addition what is important is under what offences the criminal case isp ending. Because even that will effect the outcome of the decision. You may also contact me for representation, should you require.

Approach High Court of your area. Take help of a good lawyer. High Court will lay down conditions and you shall have to fulfill them.
