Well, this answer depends on a few specific factors. Most importantly, the chronology of visa issuance (from F-1 to H-4, and now to F-1), why or how the H-4 expired, etc. will affect what and how you need to proceed.

Also, in order to change the status of your F-1 visa, it will depend on your H-1B visa holder sponsor family member (parent or spouse). Since you did not specify how you obtained your H-4 visa, it's impossible to determine how to proceed.

If you provide additional info, we may be able to determine what steps you can take.

It depends on if you're still in status or not. If you are then you can file a change of status with the CIS. If not you may need to depart and reenter under the H4. Hire a lawyer to properly advise you. Don't rely on this or other message board posts. This is just initial gut reaction without having all of the information necessary to make the ultimate decision.
