Legal Question in Immigration Law in Philippines
my step daughter was taken to the phillipines 13 years ago by her mother who negelted to get the paper work my step daughter had no idea that her mother failed to get her an alien card now the government wants money of course my question because her father is Japanese and mother Filipina can she not get dual citizenship and not have to pay the fines

The fees and penalties for your step-daughter's overstaying in the Philippines must be paid and thereafter, she can apply for recognition as a Filipino Citizen. Once she is recognized a Filipino Citizen, she would no longer need a visa or update her immigration status.
