if a person die which hold dual citizen of india and usa , and the child and wife had a citizenship of america only are they able to get
his property in heridity

Your question is related to Citizenship or Inheritance ? Your question should be under Either Citizenship domicile category or under Family, Inheritance law category.
As far as Citizenship goes, Indian law does not permit dual Citizenship.
As far as property goes, if a person who is holding a property prior to becoming Citizen of another country he can continue to hold the same and his legal heirs, whether they are Indian Citizen or not can inherit the same.
