Legal Question in Employment Law in

I have applied a job of GRS. Gram Rozgar Sevak under Gram Panchayat, Dhankauda Block.A panel list is created including 8 candidates. After resignation of 1st one, my number is there. in spite of all documents in my favour the DRDA, Sambalpur Orissa is cacelled the panel list by saying that the panel list is expired.A new panel list will be made by doing new advertisement of that particular post.I want to know how long a panel list is exist?
