Legal Question in Employment Law in India

I am an IT Employee in Bangalore, My previous company was not paying the salary on time, it was delayed like almost 2-4 months, So I put my resign letter, But I could not finish my 1 month notice period as I was in a depression and stress because of the lack of money and also I have got a better job opportunity, So I had to leave my job just 9 days before finishing my notice period.

Now it has been 3 months since I left that company and they still haven't paid my salary of two month and 20 days of notice period, They are not even ready to give me my relieving letter or experience certificate.

What would I do?

They had even made a legal bond with me to work there for 18 months and kept my educational certificates. Fortunately I got them back after 18 months.

I didn't even get a proper Salary increment from there.
