how can a govt employee in india form an NGO? does it violate employment law? does it affect the employment of such person who forms an NGO while in govt service?

Dear Sir / Madam,
If you continue in Government service during the formation of the NGO, prior permission of the Department by going through proper channel is advisable and recommended.
