if a labor worked for 15 yrs in an establishment and in the duration the labor withdraw pf for three to four times with a gap of three to four years during the period . is he entitled for settlement of 15 yrs.?

Yes, the worker is entitled to settlement of the remaining amount of PF dues by the employer.
