what are the remedies for an employee being unnecessarily delayed for the job of which he was promised and given a joining date .

Dear Sir / Madam,
If the employer fails to honour the terms and conditions of the Offer / Appointment Letter issued to the employee, he / she is entitled to claim compensation for loss of employment and other damages from the employer.
