service bond in PSU decreases with lapse of time or not? If yes, where it is mentioned?

Dear Sir / Madam,
A service or performance bond of any nature insisted upon in any employment in India is deemed to be treated as "bonded labour" and hence is illegal and a criminal offence.

It is mentioned in service bond itself or the rule book of PSU.
