Dear Sir / Madam,
You are required to submit a written complaint in whichever language you know to the Police based on which the Police will register a First Information Report (FIR) and handover a copy of it to you. Yes, if you have already submitted your written complaint to the Police station and they have refused to register it, you are entitled to request the Court to instruct the Police to lodge the FIR even though six months have elapsed.
Regards,
