Legal Question in Employment Law in India

Sir ,iam. a govt.employee , with a false unanimous petetion ,denying my promotion without doing enquiry on me since ten months ,in this situation with what way i have to proceed through court .service left for me is only 1and half year.

Dear Madam / Sir,

Since you are Government servant in a public sector undertaking and you state that a false petition by a majority of your Department employees has been lodged against your promotion, in my opinion, you should submit your statement(s) in defence against each of the allegations and charges levelled against you denying your promotion and increment. You should request the undertaking to commence arbitration proceedings to action and resolve the matter within 30 days else lodge a Police complaint thereof,
