A UPSC selected Group A officer working central govt (India) organisation has some problems with his salary. Can DIstrict Collector be an authority to solve this problem?

You can address your grievances for redressal and resolution to the UPSC Commissioner with a copy to the Ministry of Labour & Employment, Government of India, New Delhi.
