how to terminate a problem employee in the company? what are the basic procedures of terminating an employee?

Give him notice of his/her violations and require him to explain. Set a date for administrative investigation for him/her to appear and be heard. Then once you have the substantial evidence based on the explanation and administrative investigation then send him another notice regarding your finds, whether be termination or suspension.
