I am working as assistant professor in an engineering college in tamilnadu. Completed my part time Ph.D in college. no Ph.D allowances given. so decided to resign from college. The authorities holding my degree certificates and not leaving me from the institution. They threatening me with a one sided bond issued by them, asking me to pay around Rs.3 lakhs as compensation for leaving. the bond was not signed in registrar office and i dont even have a copy of it. is that legal. can they hold me with that?

Dear Sir / Madam,
If you have signed the Bond which need not be in the Registrar's office, it remains binding on you, However, the College does not have any legal right to retain your original certificates which have to be returned back to you immediately.
