Legal Question in Employment Law in India

I am working in CSC Pvt Ltd company on third party payroll of Experis IT . My DOJ was 16 December 2015. When i went to CSC on first day they told me you don't have to come tomorrow and contact your third party contractor i.e. Experis IT. Then Experis IT contact person told me that CSC don't have project to assign me. After all this they told me you will get your salary. On 20 Jan 2016 they told me you have to go to CSC office from tomorrow and you will get a project. From 16 December 2015 to 20 January 2016 i did not get salary. I have sent many mails but they are saying they are working on the issue. Now can you tell me that can i file complaint against them.

Dear Kapil,

Since you are on the payroll of Experis IT, they remain liable to pay you the salary as per the terms and conditions of your appointment as contained in the Appointment Letter for the period 16.12.2015 till 20.01.2016 and not CSC Pvt. Ltd. if they fail to pay it to you, issuing them a legal notice to pay up is advisable and recommended.
