Legal Question in Employment Law in India

I am working in a private firm. I have an agreement period for 3 years and in the agreement it has mentioned that to break the agreement I have to pay 1 year CTC as the compensation for the training and other service that the Company provided to me during my service. Now, the company is relocating to a new facility in the same city. But the new facility is very far from my home and I may have to spend 2 hours from Home to Office and 2 hours from Office to Home for travelling.

In this case, Can it be legal to resign without paying the agreed amount of 1 year CTC? As I am not willing to relocate to the new facility which is some 8 kms further from the current facility.

Also, there is a separate clause in the agreement which says that the amount to be paid for the Company while breaking the agreement is for the training and other stuff that the Company provided to me during my service.

So, Will it be still legal for me to resign without paying the agreed amount for breaking the agreement?

Also, I want the relieving letter from the Company which they may not give if I don't pay the agreed amount.

What are my options?
