Legal Question in Landlord & Tenant Law in India

I have booked a Flat in kolkata. They promised to do the sale agreement withing 9 months of the Provisional Allotment which had been done . Now 9 months had passed but builder could not able to arrange the authorized paper so they are not in condition to do the sale agreement. As per the clause they are ready to refund the amount with 18 % interest but asking original papers and receipt. But when I will give them the original paper than we will have nothing to show that i had paid them 5,00,000 for the Booking amount. Please suggest me what to do.

you may approach the consumer forum and seek redressal; from there. no need to surrender the papers.

Ek haath say 18 takka byaaj saheet DD / Payorder lena hai aur doosray haath say original receipt Builder / Developer ko waapas dena hai.
