Dear Sir,
If your father has made a Will stating therein to whom his tenancy rights are to be transferred after his demise, that person will become eligible to get the tenancy rights transferred in his / her name by the landlord.

Tenancy rights cannot be transferred by a Will.
The occupant/s living permanently with your deceased father shall be entitled to tenancy, and no other person.
