what should i do when occupier not provide rent receipt orgional?
neither he accept through money order or cheque?
can i on behalf of my father filled on civil court.?

Dear Sir / Madam,
You should amicably negotiate the rent with the landlord, and request him to transfer the rent receipt in your name. YES, you can file a suit to this effect.
