who pays water bills in Andhra Pradesh, India? tenant or landlord?

Dear Sir / Madam,
If the tenancy agreement specifically mentions that the tenant will pay the Municipal Water Charges, the tenant remains liable to pay it, otherwise the onus remains on the Landlord to pay and settle the Water Charges and other Municipal dues to the concerned local authority.
