Legal Question in Landlord & Tenant Law in India

We are having seepage problem and other many more issues. but Due to seepage our both bedrooms are inoperative, now Kitchen is also having problem.
This problem started due to tiles broken and water leakage in the bathroom, Once the leakage started Tenant should have to inform to Owner about the Leakage and repair immediately, unfortunately he didn�t .We went to Police Station to register a complaint about Tenant and Owner for incoperation . that owner used very harshed language infront of Inspector . Even Inspector refuse to register a complaint..
that lady was blaiming our for her father death who was already cancer patient and admitted in ICU..
we are suffering since 11 months...
what we can do ? who can surely help us? can we claims compensetion? Is there any laws which will be helpful?

1) Find out from the society bye-laws and first complain to them

2) Then also lodge written complaint to the local Municipal Corporation

as it is health hazard and the plan was approved by them.

3) Also if the police fail to register FIR against the owner for his

rude behaviour, take the assistance of local experienced lawyer

and file a case in the court,
