Legal Question in Legal Ethics in India

i hereby applied for the duplicate caste certificate with the affidavit to caste scrutiny committee no1 navi Mumbai for 2012 and repeatedly in year 2013.under RTI query and received an answer stating that the papers for the same have been lost and hence rejected my application; however as per the government rules the papers for the caste certificate

couldn't be lost for 30years as per goverment resolutions and those which i had received before 6 years the similar documents they are unable to produce.kindly help us with the solution on the above query.

Dear Sir / Madam,

Caste discrimination of any form or nature is illegal and is a criminal offence. If you do not possess the Caste Certificate, it is futile and useless to take another route to get it. You will have to accomplish your objectives without the Caste Certificate.
