Legal Question in Legal Ethics in Pakistan

Dear sir,

I wanna ask that our society is surrounded by so many illegal parkings and shopkeepers have extended their shops illegally and have rented the front place 4 to 6 feet of their shops. Now the situation is that due to these srteet vendors and illegal parking, few marriage halls with no parking facilities, we are unable to move quite easily. it takes half an hour some times to cross a distance of 2 minutes due to this. my question is that where i can complain about these parking issues and street vendors? is municipal committee the right channel or DCO or local police? and how to give application. please guide.
