ATS is a promise to sell whereas AL is a step further in which specification of property like size, location, area etc are provided. Handing over of AL goes to show that ATS was entered into in general.

Dear Sir / Madam,

Allotment Letter is a form of intimation / notice that the property has been allotted to you. It becomes your on fulfillment of all the terms and conditions specified in the allotment letter. An allotment does not imply ownership of title of the property.

An Agreement for Sale is a contract entered into by the Owner of the title of the property when he desires to sell it to another person.
