Do the Association of Flat owners have powers to cut water line and sewage line for non payment of Maitenance charges

no you cannot cut the water connection there are ways to recover dues.

Dear Sir / Madam,

Yes, the latest bye laws of the Maharashtra State Co-operative Societies Act, 1960 and the Maharashtra State Co-operative Societies Rules, 1961 have given wide ranging powers to the Secretary of the Society. A defaulting member can be removed from the Society and his / her membership can be cancelled by the Society.
