Legal Question in Real Estate Law in India

I want to buy an ews(economically weaker section) flat in second-sale as I cannot afford a normal flat but I do not fall in ews category. I will get its possession in 18months, it is located in gurgaon. The property will not get registered as it has lock-in period of 5 years as per Haryana govt. rules. I will get a GPA and Will on my name for it. Is it a safe option? What can be prbable risks?

many probable risks are there if the property is not transferred in your name you will not be able to challenge it.
