In under construction apartment, once the sale agreement and construction agreement have done, is there any right to the builder to cancel the agreement and void the sale if the purchaser is not ready for cancellation ?

Builder can only cancel the agreement, if the purchaser breaches t&c of agreement or if such clause exists in agreement. Otherwise not.
