Legal Question in Real Estate Law in Pakistan

Please give a comprehensive reply. I have a legal question on LDA award cases. The Land Acquisition Collector reports:
1. Najam Khan sold area 2K - 6M within the same khasra to Mrs. Nahid and Mr. Shams Khan equally. They both constructed separate houses and boundary walls. (The fard and intikaal show equal share of Mrs. Nahid and Mr. Shams Khan).
2. An award was announced in 1969 by LAC Tribunal were Najam Khan was owner of only 1K - 5 M and the physical possession of rest of area/khasra not taken by LDA, due to structure present. The houses were constructed in 1963.
3. Mr. Shams Khan clever moved for amendment in award and got his 1K-3M cleared(from the 1K 5M that was in name of Najam Khan in LDA records, meaning only 2M remain in his actual name in LAC records).
4. Now Mrs. Nahid is also asked by LDA for amendment in award, but when the khasra was not acquired by LDA then what award?
Please help me what should be the proper way of dealing with this case.

you have a good case but a complicated one the only remedy for this is to move the civil court.
*need to see under the policy how much land is to be awarded against the acquisition
* whether the other party acted fraudulently and misrepresented the accusation and ownership. ?
