Legal Question in Real Estate Law in India

The Falt which i purchased is a G+3 Floor, i purchased the flat in 3floor of old GO of Andhra Pradesh. I also checked the Approval plan its showing as G+3. At the time of purchasing there is a room constructed and a penthouse of single bedroom, i asked what is the room for, he said its a vaastu room and it will remain for the apartment purpose. I did talked about the penthouse that time he convinced saying some or the other and promised by saying he will do extra work in my flat bla bla, but did nothing. Its been a long year a cheque is pending from my side, now the penthouse guy occupied the front area by putting grills and door and the total of the area to that side is blocked after he constructed with the grills and the builder says why you bother when no one bother to asks in the flat(Each floor has two flats) G+3 =8flats and a penthouse.(Before i occupied the flat, i did not vist for 2 weeks)And also now the vaastu room is sold to a guy in the same flat. When i ask he says he promised the vaastu room to that person bcoz he brought 5 people of his relatives and made them to purchase in the flat.

Now the builder calls me and says he stops my mutation and sends legal notice and bla bla and trying to force me to oblige. 9 flat members 6 flats are the same family, 1 is builder the other some other person and one mine, but none of the flat members bothers to ask. And taking this advantage the builder keeps on saying to me why i should bother.

Please i need your expertise in this aspect from the legal aspect. What i need to do so that the illegal pent house and the vaastu room is debarred and the total of the terrace is available to us. The builder done all illegally and i need to suffer of his illegal terrace construction.

if your agreement states that the terrace rights are yours you can file a case against him in the consumer forum. without perusing the documents I cannot advice

If the builder has violated any terms and conditions of Agreement, legal action is recommended.
